China Expense Reimbursement Policy: Template and Controls

An overseas expense policy may tell employees how much they can spend, yet leave a China finance team unable to approve, book or support the claim. A manager's approval does not resolve missing tax documents, and a valid invoice does not establish that the company should pay.

For a foreign-invested business, a workable policy connects business purpose, evidence, approval and payment. It also gives employees a defined route for exceptions instead of leaving finance to negotiate a different rule for every claim.

TL;DR

  • Separate the decision to reimburse from accounting, corporate income tax deduction and VAT-credit treatment.
  • Use named approvers, a common claim record and duplicate checks across employee expenses and supplier payments.
  • Missing documents require an exception decision and follow-up; neither automatic rejection nor automatic tax deduction is a complete policy.

Three decisions that should not be confused

Should the company reimburse the employee? This depends on the real business expense, the company's policy, authorization and applicable employment obligations. How should it be recorded and treated for tax? Finance must assess that separately. Can input VAT be credited? This has its own eligibility and documentation conditions; reimbursement approval does not establish a credit.

The State Taxation Administration's 2018 Announcement 28 distinguishes internal and external corporate income tax deduction vouchers. For domestic VAT-taxable purchases from tax-registered suppliers, an invoice is generally the required deduction voucher. Other circumstances have specific rules. The same announcement addresses overseas purchase documents and correction of missing or non-compliant vouchers.

A fapiao is a China tax invoice, not a universal approval to spend. Keep the business purpose and supporting transaction records as well as the invoice. The guide to fapiao for foreign companies explains that distinction in more detail.

A policy template to adapt

The following clauses are a starting point for management approval, not a ready-made employment rule or a statutory set of monetary limits. Add the company's actual spending limits, reimbursement cycle and responsible people before adoption. Where employee rights or obligations are affected, have HR or counsel check the required local adoption and communication process.

Purpose and permitted expenses

“The company reimburses genuine, authorized business expenses supported by an explanation and appropriate records. Personal costs must be separated. Employees must disclose amounts already paid by the company, an advance, another group entity or another claimant.”

Define permitted categories such as business travel, client meetings and approved office purchases. State which commitments need approval before purchase, and how emergencies are handled. Do not assume a category being allowed means every item in it is tax-deductible.

Claim submission and evidence

“Each claim records the claimant, business purpose, expense date, supplier, currency, amount, project or cost centre, supporting documents, advance settlement and proposed payee. Finance may return incomplete claims with a clear list of missing items.”

Set an internal submission deadline and payment cycle that fit the close. A late-submission rule is an administrative control, not a statement that the company's legal obligations automatically disappear. Explain who reviews late claims.

Approval and exceptions

“No claimant approves their own expense. The business approver confirms purpose and budget; finance checks records, duplication, classification and tax treatment; an authorized payment approver releases the approved amount. Exceptions are recorded with a reason, owner and resolution date.”

For a small team, headquarters or a director may provide the independent approval. Delegation should be documented, including who approves the general manager's claims. See the broader internal-control framework for small WFOEs for compensating controls.

Approval and evidence matrix

Use company-approved spending bands rather than copying arbitrary renminbi amounts from an online template.

Claim type Evidence to request Decision or escalation
Routine business purchase Purpose, applicable invoice, payment evidence and receipt of goods or services Business approval, finance review, separate payment authorization
Business travel Approved itinerary, tickets, lodging records and explanation of personal extensions Reconcile advances and separate personal costs
Client entertainment Business purpose, participants or roles, venue and expense support Finance assesses category-specific tax treatment separately
Overseas expense Foreign invoice or equivalent receipt, payment and currency support; related tax documents where relevant Confirm the purchasing entity and any withholding or cross-border issues
Missing or incorrect document Original transaction evidence, reason, correction request and follow-up owner Record a specific exception decision; do not assume tax deduction
Manager or related-party claim Normal supporting records plus conflict disclosure Independent approval outside the claimant's authority

This matrix is also useful when selecting an expense system. A tool should preserve the decision trail and documents, not merely route a photograph to a manager.

A six-step reimbursement workflow

  1. Submit one identifiable claim. Assign a unique reference and capture the business purpose. Identify who actually paid and which entity incurred the expense.
  2. Check evidence and duplication. Compare invoice details and transaction references against previous claims, corporate-card records and supplier payments. A renamed file is not a new expense.
  3. Obtain independent business approval. Confirm necessity, budget and policy limits. Record any pre-approval and the reason for an exception.
  4. Complete finance review. Assess the accounting period, account code, tax-document position and VAT treatment. Keep missing-document items in a follow-up register.
  5. Authorize and reconcile payment. Settle employee advances correctly, verify the payee and match the bank payment to the approved amount. Investigate differences.
  6. Archive and review exceptions. Link the claim, approval, invoice, journal and payment. Review recurring missing documents, overdue advances and unusually frequent exceptions with management.

Electronic and missing documents

Under MOF and National Archives Administration Notice 2020 No. 6, lawful, authentic electronic accounting vouchers have the same legal effect as paper vouchers. Electronic-only processing and archiving require specified controls. If a printed electronic voucher is used for reimbursement, accounting and archiving, its electronic original must also be retained.

Do not design the process around screenshots stored in private chat accounts. Keep the original electronic record, validation information and links to the approval and payment in controlled company storage. Restrict access to personal details and make records retrievable when employees leave.

If an invoice is missing or wrong, seek correction and document the response. Announcement 28 provides specific correction and evidence routes; an employee declaration alone is not a universal substitute. Finance should record the applicable tax treatment and deadline rather than leave a claim permanently marked “waiting.”

Six fields for an exception register

  • Claim reference, employee and amount.
  • Business purpose and evidence already available.
  • Missing or disputed document and reason.
  • Approval decision and responsible approver.
  • Accounting and tax treatment requiring follow-up.
  • Named owner, due date and final resolution.

Common mistakes

  • Allowing the claimant to approve and release their own reimbursement.
  • Checking invoices but never asking what the business received.
  • Paying the same expense through both an employee claim and a supplier invoice.
  • Treating every approved expense as deductible or eligible for VAT credit.
  • Closing an exception without saving the corrected record and final treatment.

Put the policy into daily use

Test the workflow using a routine purchase, a travel claim and a missing-document exception before rollout. Ask employees whether they can identify the required evidence and approver without contacting finance. Review the first reporting cycle for recurring problems and revise the instructions through the proper approval process.

Frequently asked questions

Can an overseas receipt support a China reimbursement?

It may support a genuine overseas business expense. Confirm the transaction, purchasing entity and tax documentation. Do not demand a Chinese fapiao from every overseas supplier or assume every foreign receipt is sufficient.

Should an employee be paid before a missing invoice is corrected?

That requires a company decision based on the facts, policy and applicable obligations. If payment is approved, separately record unresolved documentation and tax treatment; payment does not cure the evidence gap.

Can a spreadsheet work for a small team?

Yes, if references, approvals, document access, duplicate checks and payment reconciliation are controlled. Upgrade when those controls become unreliable, not simply because a software product is available.
