A balance sheet and profit and loss statement can tell headquarters how a China subsidiary performed. They do not, on their own, show whether the cash is available, an old receivable is collectible, or a tax balance has been reconciled. A useful reporting package connects those statements to evidence and decisions.
For an overseas finance lead managing a small China team, the first task is to agree the deliverables. Define what will arrive, which ledger it comes from, who reviews it and what happens when a number remains unresolved.
TL;DR
- Keep local financial statements, tax submissions and the headquarters management pack distinct, but reconcilable.
- Request supporting schedules and a short exceptions report, not just translated statement headings.
- Accept a pack only when its version, reporting basis, reconciliations and outstanding actions are clear.
Separate the three reporting purposes
Local financial statements follow the accounting framework applicable to the entity. Financial-report submissions to the tax authority follow the company's applicable filing requirements. Headquarters may additionally require a group chart of accounts, consolidation adjustments, budget analysis and a reporting currency other than renminbi.
These are connected outputs, not interchangeable documents. The Zhejiang tax authority's financial-report filing guide illustrates that the forms submitted depend on the accounting system used. Do not assume every China company must submit an identical five-document set every month. Confirm the framework, reporting period and filing requirements for the specific entity.
There is also a transition to plan for. As of October 2026, the revised ASBE 30 notification sets phased application: 2027 for enterprises listed both domestically and overseas, and overseas-listed enterprises preparing statements under IFRS or ASBEs; 2029 for other domestic listed enterprises; and 2030 for unlisted enterprises applying ASBEs. Early application is permitted. Publication of the revision does not mean every foreign-invested SME must immediately change its 2026 presentation.
For the technical conversion work, use the separate guide to China accounting standards and IFRS differences. The reporting pack should identify the standards actually used and where group-only adjustments are recorded.
A practical headquarters reporting pack
The matrix below is a management specification to adapt to your business, not a universal statutory filing list. An inactive holding entity and a trading business with inventory need different supporting detail.
| Deliverable | What HQ needs to see | Acceptance check |
|---|---|---|
| Local statements and trial balance | Balance sheet, profit and loss, and other statements or notes required by the applicable framework | Entity, period, currency and units agree; totals tie to the trial balance |
| Cash schedule | Bank balances, restricted funds, reconciliation and near-term payment commitments | All accounts are included; available cash is distinguished from total cash |
| Receivables and payables | Aging, disputed balances, deposits and overdue items | Totals agree to the ledger; material old items have an owner |
| Tax and payroll summary | Ledger balances, returns, payments and timing differences | Unpaid or unmatched amounts are explained, not silently netted |
| Group reporting file | Account mapping, reporting adjustments and intercompany balances | Local-to-group movements are traceable and approved |
| Management commentary | Material changes, cash pressures and decisions needed | Each important issue has an amount, cause, action and responsible person |
Ask for editable schedules as well as an approved, fixed-version report. A PDF is useful evidence of what was issued, while a controlled spreadsheet or system export lets HQ investigate a balance. Neither should be stored only in the individual accountant's personal account.
Five steps to agree and review the package
1. Define the reporting basis
Record the legal entity, applicable China accounting framework, group reporting basis, currency, units and sign conventions. Identify whether a column is current month, year to date, prior period or budget. A figure in thousands should never sit beside a figure in whole currency units without a clear label.
2. Assign ownership and cut-off
Name the local preparer, reviewer and HQ recipient. Agree an internal delivery date and a separate date for resolving queries. The month-end closing checklist covers how to produce the numbers; here the question is when HQ can rely on them. Internal reporting dates do not replace statutory filing deadlines.
3. Require evidence for material balances
Each material balance should lead to a schedule, and the schedule to source records. For an old customer balance, request the invoice or contract reference, collection status and proposed action. For tax payable, request the relevant return and payment reconciliation. Do not send full employee or customer records abroad by default; assess confidentiality and applicable data-transfer requirements first.
4. Review explanations, not only arithmetic
A balanced trial balance can still contain misclassified costs or an unsupported accrual. Compare results with the prior period and budget, using thresholds agreed for the entity. Ask the preparer to separate a real business movement from timing, accounting correction and group presentation. A sentence such as “cost increased” is not a usable explanation.
5. Approve a version and track changes
Give the issued pack a period and version identifier. Record unresolved items with an owner, expected resolution date and potential financial effect. If the books change after issue, explain which figures changed and send a controlled replacement. Do not overwrite the previous file without a change record.
Seven checks before HQ accepts the pack
- The entity, period, accounting basis, currency and units are explicit.
- Statement totals reconcile to the final local trial balance.
- Bank reconciliation distinguishes available and restricted balances.
- Material receivables, payables, tax and payroll balances have support.
- Group adjustments and intercompany differences are separately explained.
- Exceptions show an amount, owner, due date and required decision.
- The reviewer, issue date and version are recorded and accessible to the company.
Acceptance need not imply that every small query has disappeared. It means management understands what is complete, what remains uncertain and whether an unresolved issue could change its decision. Agree which issues prevent acceptance and which can remain on a monitored action list.
Common mistakes
- Buying translation instead of reporting. English labels do not explain the balances beneath them.
- Reviewing profit without cash. Profit, bank balance and cash available for payment answer different questions.
- Treating a filed return as a reconciled account. Filing evidence does not explain a ledger difference.
- Accepting unexplained group adjustments. “HQ adjustment” is not a reason or an approval record.
- Losing the final version. Several files called “final” make later audit and decision review difficult.
What to agree with an outsourced finance team
The engagement should specify the deliverables, languages, delivery dates, review responsibilities, systems access and treatment of extra work. Separate recurring reporting from historical cleanup, technical accounting conversion and audit support. Transaction volume, inventory, intercompany activity and the number of reporting systems affect the work required; a simple per-month price does not describe the scope.
ChinaBizPro's financial outsourcing services can be discussed around that operating scope. If HQ receives numbers but cannot explain them, ask us to review your China reporting requirements. Start with the entity's activities and a redacted list of current deliverables, rather than sending sensitive records through an initial inquiry.
Frequently asked questions
Does headquarters need every China report translated?
Not necessarily. Agree bilingual account mapping, key schedules and commentary first. Decide which original statements and supporting documents need full translation for management, consolidation, lenders or auditors.
Is a monthly management pack an audited report?
No. Preparation and internal review do not provide an independent audit opinion. Label the pack accurately and agree any audit or assurance engagement separately.
Should a cash forecast be included?
Often it is useful, especially where payroll, tax or supplier payments are approaching. Keep the forward-looking forecast separate from historical statements, state its assumptions and identify the person responsible for updating it.
